Our eXtroTips plugin creates pure CSS3 Tooltips.

Normal tooltips are a combination of HTML and Javascript. The disadvantage is that a visitor who hasn't activated Javascript can't see the tooltip or even gets an error when visiting your site. CSS3 tooltips make this a problem of the past, all modern browsers support CSS3 and eXtroTips.
